1941年12月香港沦陷前后，掩护身份为知名马经作者，真实身份其实是潜伏香港、代号“石头鱼”的中共秘密特工——叶家桐临危受命，配合上级领导张明慎坚守香港，营救数百爱国文化精英和民主人士撤离香港。叶家桐曾经的同学——薛英提，叛党后又追随汪精卫投靠日本人，奉命负责对文化人进行抓捕和甄别，对营救工作构成重大威胁。而叶家桐曾经的恋人——已经改名“格芦”的梁蔓仪，为帮助叶家桐完成营救任务，主动接近爱慕自己的薛英提，为中共地下党提供重要情报，也卷进了这场智勇对决。由于叛徒出卖，中共香港地下党组织遭到毁灭性破坏，叶家桐临危不乱，巧妙利用敌人弱点启动“枰计划”，继续营救，并在薛英提和日本特工川栖直子之间巧妙周旋，最后赢得了省港大营救的全面胜利。
