东北黑虎镇中，日军正在进行一项绝密的军事计划——丁号计划，为了封锁消息，日军将建造工事的中国劳工集体灭口。此时的上海，一支正义的民间抗日团队“铁血东北虎”对日军运输线再一次成功阻截，成员之一罗长虎身手敏捷、豪气冲天，一直想加入中国共产党的他和新四军联络员张万良结为密友。但“东北虎”的拦截行动给共产党的抗日活动造成了严重后果，罗长虎愧疚不已，请愿协助张万良执行刺杀日本武器专家松井的任务。在刺杀任务中，各路势力明争暗夺，罗长虎邂逅了同在执行任务的神秘女子蓝欣。但是由于没有按照我党的计划行动，两个人都付出惨痛的代价，誓为惨死战友们报仇的他们假扮夫妻潜伏到黑虎镇以期破坏“丁号计划”。在以疯子面貌出现的地下党员王小二和忍辱负重的爱过科学家张万一的里应外合，在抗联战士吕望玉及当地烟商大户深闺章红玉的舍命配合下，伪装、反间、搏斗、暗杀，他们化身“影子战士”游刃于险恶的日军周围暗探情报，乱其军心，破坏工事，与阴鸷凶残的日军谍报头领大岛和残暴贪婪的黑虎镇日军司令梅津艰难周旋。
