唐朝末年，皇室势微，九皇子李如璧被迫逃亡。罗汉寺俗家弟子惠海路见不平，带他躲入寺内。罗汉寺老方丈认出不速之客就是当朝皇子，劝他暂时避入空门，削发为僧，法号“无尘”。当晚，西天十八罗汉下凡显圣，重塑金身，使罗汉寺焕然一新，之间轰动八方，引来旺盛香火。民间更传言十八罗汉留下佛宝，得之者可得天下，各州节度使垂涎不已。老方丈为保护寺庙，与罗汉寺一起化为灰烬！惠海一怒之下，独自下山为师报仇，反被北州节度使李九重打入死牢；无尘为找惠海，也不幸被抓为壮丁，饱受凌辱。江湖奇人醉三年、快手吴、饺子西施等，在义贼红绡的带领下，将惠海救出。红绡暗恋惠海，惠海却始终将她当兄弟看待。他深深爱着村里的采药姑娘锦儿，但锦儿却无条件地爱上了他的师兄无尘。为了锦儿，惠海冒死将无尘救出。李九重的女儿青青不知道自己究竟喜欢惠海还是无尘，感情在他们俩之间忧疑不定。李九重利用青青的单纯鲁莽，再次将惠海拿下。无尘痛定思痛，悟出真理：人间并无桃花源，不除藩镇无太平。他与红绡、醉三年等组成“罗汉队”，假借十八罗汉之名将惠海救处处。从此，“十八罗汉队”各显其能，行侠仗义，救民于水火，连青青也加入了。“罗汉队”的义举正合佛门普度众生之意，得到西天十八罗汉暗中相助。各州节度使真伪莫辩，互相猜疑，轮番火拼，自取其亡。无尘加封太子后，求老皇上加恩“罗汉队”并要迎娶锦儿。老皇上拒绝，派兵包围“罗汉队”，锦儿在突围时中箭身亡。惠海、无尘就此看破红尘、四大皆空，真心皈依佛门。群山深处，重又传来罗汉寺的钟声......
